The Canadian English Language Proficiency Index Program (CELPIP) is a standardized test designed to assess the English language proficiency of individuals for immigration, professional, and academic purposes, primarily in Canada. Administered by Paragon Testing Enterprises, a subsidiary of the University of British Columbia (UBC), CELPIP is recognized by several organizations, including Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence applications and citizenship.

What the Test Assesses

CELPIP measures English language ability across four skills:

  1. Listening
  2. Reading
  3. Writing
  4. Speaking

These skills are evaluated in real-life, everyday contexts to determine how well a test-taker can communicate effectively in English.

How CELPIP Measures Proficiency

CELPIP uses a computer-delivered format to ensure consistency and fairness. Scores are assigned on a 12-point scale, with Level 12 representing advanced proficiency equivalent to native speaker competence and lower levels indicating basic language ability. Each score aligns with descriptors reflecting the test-taker’s ability to use English in practical situations.

Test Formats

CELPIP offers two test options:

  1. CELPIP-General Test: For immigration and professional purposes.
  2. CELPIP-General LS Test: A shorter version assessing only Listening and Speaking, used mainly for citizenship applications.

The CELPIP-General Test and the CELPIP-General LS Test are two variations of the CELPIP exam, each designed for specific purposes. The key differences between them lie in the skills assessed, test duration, and intended use.

CELPIP-General Test

  1. Purpose:

    • Used primarily for permanent residency applications and other immigration or professional purposes in Canada.
  2. Skills Assessed:

    • Listening
    • Reading
    • Writing
    • Speaking
    • It evaluates all four language skills to measure overall English proficiency.
  3. Duration:

    • Approximately 3 hours (completed in a single sitting).
  4. Who Takes This Test:

    • Individuals applying for Canadian permanent residency or jobs requiring proof of full English language proficiency.

CELPIP-General LS Test

  1. Purpose:

    • Designed specifically for Canadian citizenship applications, which typically require proof of basic listening and speaking skills.
  2. Skills Assessed:

    • Listening
    • Speaking
    • It does not include reading or writing sections.
  3. Duration:

    • Approximately 1 hour and 10 minutes.
  4. Who Takes This Test:

    • Individuals applying for Canadian citizenship, where only listening and speaking abilities are required.
